What kind of signs are those? Those shoes are either really small, or the sign/lights are really big.

I've heard different things for what those mean. There used to be a pair on the power lines in my alley.
Sort of surreal - but then, urban life in general has become very surreal.Is that the point - or am i missing something - like the comments suggesting it's a memorial to recent victims of violence in the 'hood ?
